In a plea deal to end the scandal that has paralyzed Detroit and made the city government a spectacle, Mayor Kwame Kilpatrick resigned Thursday. The deal calls for Kilpatrick to serve four months in jail, leave office within two weeks, pay $1 million in restitution and surrender his law license. It came as Gov. Jennifer Granholm (D) was conducting a hearing, at the request of the Detroit City Council, into whether to take the unusual step of removing Kilpatrick from office.
