TRUE: There is some truth to Romney's "47 percent" comments. In 2009, the Brookings Institution Tax Policy Center reported 47 percent of tax filers paid no income tax. Most Americans are either exempted because they don’t make enough money or are benefitting from enough tax breaks to owe nothing.
