Mali's Tuareg Rebels Declare Independence, President Steps Down

Mali's Tuareg rebels seized control of the country's distant north in the chaotic aftermath of a military coup in the capital and declared independence Friday of their Azawad nation.

Also, Malian President Amadou Toumani Toure handed in his letter of resignation on Sunday, an official said, helping pave the way for the nation's return to civilian rule. Following the announcement, West African nations lifted sanctions imposed on Mali after rebels ratified an agreement restoring constitutional order.
