Should Drug Addicts Be Thrown in Prison?

A New York Times feature highlights the work that federal judges and prosecutors have been doing to keep drug addicts out of prison. Under these programs, addicts must partake in mental health and addiction services and admit to their crimes. A 2009 report found that since 1980, of the 25.4 million drug arrests nationwide, Blacks account for one-third of them.
