Former New York City narcotics Det. Stephen Anderson testified in a corruption trial on Oct. 12 that he and other members of the Brooklyn South and Queens narcotic squads regularly planted drugs on innocent people in order to meet department arrest quotas. According to the Drug Policy Alliance, the NYPD arrested more than 50,000 people in 2010 for low-level marijuana offenses — 86 percent of whom were Black or Latino.
