America's Cities Are in Financial Peril

Detroit managed to avoid outright bankruptcy when it agreed to a receivership deal with the state of Michigan in April. The city, with its population of nearly 714,000, has struggled since last year to cover some $200 million budget deficit and $12 billion in pension and benefit obligations. Philadelphia, New York City and Washington, D.C. have similar agreements between state authorities and cities that give the state more power to regulate if the city doesn't meet its budgetary goals.
