Kenneth George Harvey Jr. was arrested in December 1989 for carrying 496 grams of crack cocaine from Los Angeles to Kansas City. Harvey had two choices when he was brought up on charges of possession with intent to distribute cocaine: He could plead guilty and receive 15 years in prison or go to trial and face life.
