Bankrupt: Desperate Times Call for Desperate Measures

When the city of Detroit filed for chapter 9 bankruptcy on July 17, it was a shock to the nation. Detroit’s chapter 9 filing made history because it was the largest U.S. city to do so. "This is a difficult step, but the only viable option to address a problem that has been six decades in the making,” Michigan Gov. Rick Snyder said.
