North Carolina Gov. Vetoes Racial Death Row Bill

On Dec. 14, North Carolina Gov. Beverly Perdue rejected a proposed bill from state Republicans that would have essentially repealed an existing law protecting from racial bias in death row cases. The standing law, which Perdue herself signed in 2009, mandates that a judge must reduce a death sentence to life in prison without parole if he or she determines race was a significant factor in the sentence.
