If Section 5 is struck down, Republican-led state legislatures will be free to draw redistricting plans that will make it extremely difficult and in some cases impossible for minorities to elect representatives of their choosing. It also will be more difficult to challenge new rules like photo ID requirements and shorter voting periods that make it more difficult for certain demographics to cast ballots.
