The Supreme Court's ruling on the Voting Rights Act has opened the door for states to implement changes to voting procedures that the law blocked in 2012. It also gave Congress the responsibility to come up with a new formula to determine which states must get pre-clearance from the Justice Department or a federal court before changing voting procedures.
