After returning from a mission in South America, Major Benson Winifred Payne (Damon Wayans) of the U.S. Marines is discharged and soon becomes desperate for a new occupation. A colleague soon sets him up with a job as an instructor for the Junior Reserve Officers' Training Corps where he must contend with a group of misfit cadets and prepare them for the Virginia Military Games.
