Two Officers on Scene When Dubose Was Shot Will Not Be Charged - Two police officers who were present at the scene when Ray Tensing shot Samuel Dubose to death will not be charged, the Guardian reports. In footage taken by the body cam, Phillip Kidd can be heard saying he saw Tensing being dragged after Dubose pulled off in his vehicle, which Prosecutor Joseph Deters said was a lie.
