An explosion in New York City's Chelsea neighborhood has injured 29 and caused "significant damage," according to Governor Andrew Cuomo. "When you see the amount of damage, we really were lucky that there were no fatalities," he said.
New York City Mayor Bill de Blasio called the trash can explosion "an intentional act," but he told reporters there was no evidence of terrorism. "There's no specific and credible threat against New York City at this time from any terror organization," he said. 
A new surveilance video, taken from across the street, has emerged showing the moment of the blast.

Authorities believe the blast, which sent caused a panic as people scrambled for cover, was caused by an explosive device in or near a dumpster, a law enforcement source tells CNN. A second device was found four blocks away — a pressure cooker, with dark-colored wiring protruding, connected by silver duct tape to what appears to be a cellphone, officials said.
