Sheriff Says Officers Who Punched, Dragged Driver 'Violated No Criminal Law'

Despite bodycam footage showing a violent arrest, Jacksonville Sheriff TK Waters says state prosecutors found no misconduct—adding the 22-year-old driver should have complied with police commands.

Despite a viral video showing police brutality, authorities state the victim is culpable. 

The video was posted to social media by William McNeil Jr., which shows an officer breaking his car window, hitting him, and dragging him out during a traffic stop in Jacksonville. The bodycam footage shows the 22-year-old had been pulled over for reportedly driving without headlights and not wearing a seatbelt. When the officer tells him to exit the car, McNeil responds, “It’s daylight, I don’t need the lights.”

He then refuses to get out and locks the door. The officer “calls for backup and repeatedly threatens to break the window before doing so. According to reports, the arrest documentation claims, “The suspect was reaching for the floor board of the vehicle where a large knife was sitting.” But Sheriff TK Waters noted, “It is unclear if this was true based on the videos.”

“McNeil was arrested and pled guilty to resisting a police officer without violence,” Waters said in a press conference, adding that he also pleaded guilty to driving with a suspended license. He was sentenced to two days in jail.

Waters added, “The State Attorney’s Office has determined that none of the involved officers violated criminal law, even though the administrative review has yet to be completed.” He acknowledged that “force absolutely looks ugly,” and that the department is still investigating “whether or not the officer involved acted within outside JSO policy.”

“One officer had been suspended pending a review,” Waters continued. “A person must comply with an officer’s commands, even if that person disagrees with that officer’s reasons for the stop.”

In a video after the incident, McNeil said, “This was very hard to do. I’m not mentally healed from this, but I had to get the word out eventually.” He claimed he suffered a concussion, needed stitches in his mouth, and had a chipped tooth.

Harry Daniels, McNeil’s attorney, told ABC News, “This officer broke his window and just punched him in his face. Mr. McNeil suffered very significant injury.” He added, “We are planning to do everything we can do to secure justice,” and “We are seeking all options to ensure accountability.”
