Feds Charge Ephren Taylor in Ponzi Scheme - The man who billed himself as the youngest-ever Black CEO of a publicly traded company was charged Thursday with running a Ponzi scheme by federal authorities. Ephren Taylor, the former CEO of City Capital Corp., was accused by the Securities and Exchange Commission of operating a scheme to swindle more than $11 million from parishioners at predominately African-American churches.
