California Enacts Nation’s First AI Safety Law

Gov. Gavin Newsom signed legislation requiring AI companies to disclose safety protocols, setting a precedent for national regulation.

California has enacted the nation’s first law requiring artificial intelligence companies to disclose their safety practices, a move that could influence national policy debates on regulating emerging technology, according to Politico.

On Monday, Gov. Gavin Newsom signed the measure, SB 53, which obligates major AI developers to make their safety and security protocols public and sets up a process for reporting serious safety incidents to the state. The law also creates whistleblower protections for AI workers and lays the foundation for CalCompute, a state-run cloud computing system.

“California has proven that we can establish regulations to protect our communities while also ensuring that the growing AI industry continues to thrive. This legislation strikes that balance,” Newsom said in a statement. He added, “AI is the new frontier in innovation, and California is not only here for it — but stands strong as a national leader by enacting the first-in-the-nationx frontier AI safety legislation that builds public trust as this emerging technology rapidly evolves.”

The legislation, authored by state Sen. Scott Wiener, marks his second attempt after Newsom vetoed a broader AI bill last year that had drawn fierce opposition from the tech industry. This narrower version won support from some companies, including Anthropic, while others, such as OpenAI and Meta, refrained from opposing it.

“With a technology as transformative as AI, we have a responsibility to support that innovation while putting in place commonsense guardrails to understand and reduce risk,” Wiener stated.

Not all reactions were favorable. The Chamber of Progress, a tech lobbying group, said the law threatens to stifle innovation. “California has always offered a fair shot for new innovators — that’s exactly why our tech sector has flourished,” stated Robert Singleton, its senior director.
