Trump Just Signed a $70 Billion Check To ICE, Here's What That Means

The bill funds border enforcement through the end of Trump's term — and bypasses the normal process that tells agencies how to do their jobs.

On Wednesday, President Donald Trump signed a $70 billion bill to fund immigration enforcement through the end of his second term. Its passage ends a four-month lapse in funding that had partially shut down parts of the Department of Homeland Security.

According to CNBC, the package funds Immigration and Customs Enforcement (ICE) and Customs and Border Protection through January 2029. However, it wasn’t a total sweep: Trump’s $1 billion in security upgrades for the White House, which reportedly allotted $200 to the new White House ballroom construction, was dropped.

“Despite Democrat efforts to shut down ICE and Border Patrol, Republicans have now fully funded these agencies through President Trump’s entire second term to the tune of nearly $70 billion,” Sen. Lindsey Graham, R-S.C., said in a statement Tuesday. “Thanks to President Trump, our border has gone from its weakest point to its most secure point in less than two years.”

The Senate passed the measure 52-47, with no Democratic support. The House followed with a 214-212 vote, also on party lines. That razor-thin margin shows just how fragile the Republican majority is heading into the 2026 midterms.

Rep. Pete Aguilar (D-Calif) called it a “$70 billion blank check for ICE and Border Patrol, with no strings attached,” noting the funding came after Republicans had already cut healthcare and food assistance.

Aguilar’s concerns echo many immigration advocates who warn that by funding the agencies outside the normal appropriations process, Congress stripped out the provisions that typically direct how those agencies do their work.

The funding standoff originally began after Democrats demanded policy changes following the fatal shootings of two protesters by federal agents in January.

That context has largely been overshadowed by the legislative back-and-forth; however, for many communities directly affected by ICE enforcement, it remains central to the debate.
