Off-Duty ICE Agent Kills Father of Two  During New Year’s Festivities

The killing of Keith Porter by an officer is fueling fresh calls for accountability as communities push back on when and how officers use force.

Family members and community advocates in Los Angeles are demanding legal action after 43-year-old Keith Porter was shot and killed by an off-duty ICE agent in Northridge on New Year’s Eve, ABC7 reports

Porter’s relatives gathered at a press conference on Monday, demanding transparency and accountability as investigators piece together what happened in the final moments of his life.

"From day one that he was born, I knew that he was my joy," said Franceola Armstrong, Porter’s mother, during the conference.

According to the Department of Homeland Security, the ICE agent said he heard gunshots outside his apartment that seemed to be getting closer, grabbed his ICE-authorized firearm, and went downstairs to investigate.

DHS says the agent identified himself, and that Porter then pointed a rifle at him, refused orders to put the weapon down, and fired three rounds before the agent shot and killed him. 

The off-duty officer was not injured.

Porter’s loved ones say he was firing shots as part of a New Year’s celebration and question why the agent left a position of safety instead of calling the LAPD and waiting for on-duty officers. 

Attorney Jamal Tooson said neighbors they spoke with did not hear any identification from the agent and argued that the officer was not trained for that kind of response. 

“What should have been an arrest and possible citation has turned into a death sentence and potentially cold-blooded murder from an ICE agent who was not equipped to handle the situation,” Tooson said to the L.A. Times.

He called the decision to leave the apartment with a gun “premeditated and calculated,” insisting local police should have handled the situation.

The recent killing of Renee Nicole Good in Minneapolis and the fatal shooting of Silverio Villegas-Gonzalez in Chicago — referenced by Mayor Brandon Johnson on Wednesday — have added to growing frustration over how quickly encounters with ICE agents, whether on or off duty, can turn deadly. 

"If I could say anything to the ICE agent, it's that you're a murderer. You stole my cousin from me. You stole their father from them," said Jsane' Tyler, Porter's cousin to ABC7. "You stole a Black man off the planet that God ordained to live and thrive. You stole a human life, and you need to pay for it."
